Appropriates $283,495.00 from special funds in the State Treasury to the Mississippi State Board of Physical Therapy for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 3 permanent full-time positions for the agency with these appropriated funds.

Requires the agency to maintain accounting and personnel records in the same format and level of detail as fiscal year 2018, and to submit fiscal year 2020 budget requests in comparable format and detail.

Grants Mississippi Industries for the Blind preference in competitive bidding when bids are equal in price, quality, and service, and preference for non-competitive purchases.

Authorizes the agency to expend available funds for health insurance cost increases and fees from the Department of Information Technology Services or Department of Finance and Administration, up to $11,613.00 in escalated special funds for fiscal year 2019.
