Appropriates $124,837.00 from the State Treasury to the Mississippi State Board of Psychology for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Limits professional board management fees to a maximum of $80,268.00 of the appropriated funds.

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2018, with comparable budget requests for fiscal year 2020.

Authorizes the agency to use additional available funds to cover health insurance cost increases and fees from the Department of Information Technology Services or Department of Finance and Administration, not to exceed $7,671.00.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.
