Appropriates $233,894.00 from special funds to the Board of Examiners for Social Workers and Marriage and Family Therapists for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 3 permanent full-time positions for the board with the appropriated funds.

Restricts fiscal year 2020 personal services funding to not exceed fiscal year 2019 levels unless new programs or positions are added by the legislature, with limited exceptions for escalations and benchmarks.

Authorizes the agency to expend up to $5,485.00 from other special funds for health insurance costs and fees from state technology and finance departments during fiscal year 2019.

Requires the board to maintain detailed accounting and personnel records in the same format as fiscal year 2018 and submit budget requests to the Joint Legislative Budget Committee with comparable detail.
