Appropriates $49,280,135.00 from the Veterans' Home Purchase Board's revolving fund for operating expenses and home loans for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 17 permanent full-time positions for the agency with restrictions on salary increases and personnel actions without approval from the State Personnel Board and Department of Finance and Administration.

Authorizes the Veterans' Home Purchase Board to escalate up to $10,000,000 in funds from any source for making new home loans in accordance with law.

Authorizes the agency to escalate up to $62,564 in other special funds to cover increased health insurance costs and fees from state departments for fiscal year 2019.

Grants the Veterans' Home Purchase Board authority to charge the State Veterans Affairs Board for rent and utilities of a shared building.
