Appropriates $117,418.00 to the Mississippi Auctioneers Commission for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes one permanent full-time position to be funded with the appropriated amount.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2018 and submit fiscal year 2020 budget requests in comparable format.

Mandates that personal services funding for fiscal year 2020 shall not exceed fiscal year 2019 appropriated amounts unless new programs or positions are added by the legislature.

Establishes preference for Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids regarding price, quality, and service.
