Amends Section 25-61-9 of the Mississippi Code to prohibit unit prices in state agency procurement contracts from being classified as trade secrets or confidential commercial information.

Requires that procurement contract provisions detailing commodities purchased, services provided, unit prices, overall price, and contract term be made available for public examination and copying.

Mandates that parties seeking protective orders for procurement contracts must post notice and reasons on the Mississippi procurement portal for a minimum of seven days before filing a petition in chancery court.

Authorizes state agencies to bar parties who violate this requirement from submitting bids, proposals, or qualifications for procurement for up to five years.

Takes effect July 1, 2018.
