Appropriates $2,987,323.00 from special funds to the State Board of Medical Licensure for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 25 permanent full-time positions for the board.

Sets performance targets including 100% online licensee renewals, 100% individual license renewals within seven business days, and resolution of 50% of complaints within seven business days.

Allocates up to $350,000.00 to the Mississippi Professionals Health Program and up to $130,000.00 to the Mississippi Board of Pharmacy for the Prescription Monitoring Program.

Allows the board to recover all direct costs associated with investigation and disciplinary proceedings from licensees found in violation of statute.
