Appropriates $15,676,078 from special funds in the State Treasury to the Public Employees' Retirement System for administrative expenses and building maintenance and operation for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 171 permanent full-time positions for the Public Employees' Retirement System with restrictions on salary escalations and personnel actions unless new funds are provided.

Appropriates an additional $4,040,900 specifically for a replacement computer system for the fiscal year 2019.

Establishes the Public Employees' Retirement System Building Repair and Maintenance Fund to receive rental income from the building at 301 North President Street in Jackson, with unexpended funds transferred to the Administrative Budget Fund annually.

Limits building maintenance and repair expenses to no more than $300,000 of the appropriated funds and gives purchasing preference to Mississippi Industries for the Blind when bids are equal.
