Appropriates $11,893,720.00 from the State General Fund to the Mississippi Department of Insurance for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 139 permanent full-time positions, 1 time-limited full-time position, and 4 part-time time-limited positions for the department.

Allocates $15,079.00 to the Mississippi Fire Personnel Minimum Standards and Certification Board and $10,000.00 for National Conference of Insurance Legislators annual dues.

Appropriates $250,000.00 to the State Fire Marshal's Office for fire safety prevention services including smoke alarms and public service announcements.

Appropriates $2,700,000.00 from the Rural Fire Truck Acquisition Assistance Fund and $130,000.00 from the Propane Education and Research Program Fund for rural fire truck assistance and propane research/education programs respectively.
