Appropriates $5,085,305.00 from the State General Fund to the State Fire Academy for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 63 permanent full-time positions for the agency.

Sets performance targets of training 14,000 students at an average cost of $464.96 per student during fiscal year 2019.

Restricts personal services funding for fiscal year 2020 to not exceed fiscal year 2019 levels unless new programs or positions are added by the Legislature.

Requires the agency to give preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
