Appropriates $4,389,907.00 from general funds and $393,488.00 from special funds to the Mississippi Public Service Commission for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 69 permanent full-time positions, 6 permanent part-time positions, 5 time-limited full-time positions, and 0 time-limited part-time positions for the commission.

Appropriates an additional $69,865.00 to administer the Mississippi Telephone Solicitation Act for fiscal year 2019.

Requires the commission to maintain accounting and personnel records in the same format and detail as fiscal year 2018 and to report on performance targets including utility docket cases (265), utility complaints (4,675), and no-call complaints (15,785).

Directs the commission to report on time expended on each regulated entity during fiscal year 2018 to the House Public Utilities Committee by August 1, 2018.
