Appropriates $6.349 billion total to Governor's Office Division of Medicaid for fiscal year 2019 (July 1, 2018 - June 30, 2019), comprised of $840.8 million in General Funds, $389.2 million from Medical Care Fund, $5.043 billion in special source funds, and $76.2 million from Health Care Expendable Fund.

Authorizes 997 permanent full-time positions, 2 permanent part-time positions, 33 time-limited full-time positions, and 0 time-limited part-time positions for Medicaid administration and services.

Requires monthly statistical and financial reports to Legislative Budget Office and PEER Committee detailing spending and participant statistics across medical programs, CHIP, dialysis transportation, and home and community-based waiver programs.

Allocates specific funds for Adult Foster Care ($250,000), dialysis transportation for elderly and disabled beneficiaries ($2.75 million), Assisted Living Waiver slots for traumatic brain injury ($1.5 million), and OB/GYN primary care services ($300,000).

Mandates Division of Medicaid reimburse long-acting reversible contraceptive (LARC) insertion at time of delivery outside standard payment methodology and establish MS-CAN program baselines for health outcome measurements in diabetes, asthma, congestive heart failure, and obesity.
