Appropriates $30,155,562 from the State General Fund and $309,095,385 from special funds to the Mississippi State Department of Health for fiscal year 2019 (July 1, 2018 - June 30, 2019)

Allocates $20,000,000 to the Trauma Care System, with provisions allowing funds to go to out-of-state trauma centers including facilities in Memphis, Mobile, and Augusta that participate in Mississippi's trauma care system

Directs $20,000,000 from the Tobacco Control Program Fund to various health programs including $4,250,000 to UMMC Cancer Institute, $3,400,000 to Mississippi Qualified Health Center Grant Program, and $3,060,000 to the public school nurse program

Authorizes 2,022 total positions (1,079 permanent full-time, 933 time-limited full-time) and establishes performance targets including reducing infant mortality to 9.30 per 1,000 live births and achieving 77.30% first trimester prenatal care

Provides additional funding for specific health initiatives including $700,000 for AIDS drugs, $500,000 for the Mississippi Burn Care Fund, $200,000 for Breast and Cervical Cancer Program, and $35,016,019 for the Local Governments and Rural Water Systems Emergency Loan Fund
