Appropriates $167,573,006.00 from the State General Fund and $1,389,979,105.00 from special funds to the Department of Human Services for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 1,741 permanent full-time and 474 time-limited full-time positions for the Department of Human Services, and 1,537 permanent full-time and 417 time-limited full-time positions for the Division of Child Protection Services.

Transfers $1,000,000.00 to the Department of Health for the Child Care Licensure Program by July 31, 2018, and $250,000.00 to the Department of Public Safety for the Juvenile Facility Monitoring Unit by July 31, 2018.

Allocates $12,000,000.00 from the Capital Expense Fund to the Department of Child Protection Services and provides $1,000,000.00 specifically for the Home Delivered Meals Program.

Permits funds and positions to be transferred between the Department of Human Services and Department of Child Protection Services to comply with agreements related to the Olivia Y. federal court case, and sets performance targets for various programs including child support enforcement, food assistance, and aging services.
