Appropriates $23,825,164.00 from the State General Fund and $204,353,338.00 from special source funds to the Department of Rehabilitation Services for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Allocates $3,681,802.00 from the Health Care Expendable Fund, including $2,782,590.00 to match federal funds, $854,903.00 for Independent Living and State Attendant Care Programs, and $44,309.00 for deaf and hard of hearing services.

Authorizes 950 permanent full-time positions, 8 permanent part-time positions, 200 time-limited full-time positions, and 1 time-limited part-time position.

Sets performance targets for fiscal year 2019 including 90,000 disability determinations, 12,250 vocational rehabilitation clients served, 313 blind and visually impaired persons rehabilitated, and 825 spinal cord and head injury program clients served.

Authorizes up to $100,000.00 for the National Federation for the Blind News line service, allocates $1,563,039.00 to the Spinal Cord & Head Injury Trust, and provides $1,000,000.00 for Independent Living and Community Based Waiver programs.
