Appropriates $39,130.00 from the State Board of Registered Foresters Fund to cover expenses of the State Board of Registration for Foresters for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2018, and to submit fiscal year 2020 budget requests in comparable format and detail.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received or when making purchases without competitive bids.

Authorizes the agency to expend funds from available sources for health insurance cost increases and fees from the Department of Information Technology Services or Department of Finance and Administration, up to an additional $2,635.00.

Takes effect July 1, 2018.
