Appropriates $13,645,976 from the State General Fund and $15,598,275 from special funds to the State Forestry Commission for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 450 full-time permanent positions, 2 part-time permanent positions, 11 full-time time-limited positions, and 0 part-time time-limited positions for the commission.

Creates the Forest Improvement Revolving Fund with $250,000 to assist in reforestation and forest improvement on state lands, with landowners paying the commission's actual costs.

Creates two additional revolving funds: the Volunteer Fire Department Equipment Conversion Revolving Fund (capped at $50,000) for adapting vehicles for wildfire suppression, and the Camden State Forest Revolving Fund for managing the Camden State Forest in Madison County.

Requires the commission to achieve performance targets including 3-hour average fire suppression time, 20,391 acres enrolled in prescribed burn program, and 97% of fires suppressed at 100 acres or less.
