Appropriates $604,687.00 from the State General Fund to the State Soil and Water Conservation Commission for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Appropriates $4,749,732.00 from special funds in the State Treasury to the commission for the same fiscal period.

Authorizes 11 permanent full-time positions and 4 time-limited full-time positions for the commission.

Designates up to $65,000.00 from general funds for a Beaver Control Cost Share program to be operated on a fund matching basis with county governments.

Authorizes the commission to retain and expend proceeds from equipment sales and bond sales for equipment purchases, and gives preference to Mississippi Industries for the Blind in competitive bidding.
