Appropriates $10,011,182.00 from the State General Fund and $259,914,178.00 from special funds to the Department of Environmental Quality for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 274 permanent full-time positions and 236 time-limited full-time positions for the department.

Establishes performance targets across multiple areas including air quality (85% of counties meeting NAAQ standards), waste management (50% of permits issued timely), water quality, mining inspections (95% of facilities), and administration costs (5% of total budget).

Allocates up to $250,000 from the Pollution Emergency Fund for Legal Division environmental protection activities and $100,000 for the Household Hazardous Waste Collection Grants Program.

Permits the Department of Environmental Quality Executive Director to transfer cash between special treasury funds and pay debt service on State Revolving Loan Fund bonds using fund interest earnings.
