Appropriates $272,996.00 from the State General Fund to the Grand Gulf Military Monument Commission for operation and maintenance of the Grand Gulf Military Monument for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Appropriates an additional $109,009.00 from special funds credited to the Grand Gulf Military Monument Commission for the same purposes and fiscal year.

Authorizes 7 permanent full-time positions and 1 permanent part-time position for the commission with these appropriated funds.

Establishes requirements that Personal Services appropriations for Fiscal Year 2020 cannot exceed Fiscal Year 2019 levels unless new programs or positions are added by the Legislature, and restricts the State Personnel Board from escalating positions without Department of Finance and Administration approval.

Takes effect July 1, 2018 and includes standard provisions requiring compliance with state bidding preferences, accounting standards, and motor vehicle usage restrictions.
