Requires all all-terrain/off-road vehicles (ATVs/ORVs) operated in Mississippi to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks, with exemptions for foreign vehicles temporarily in the state, government vehicles, racing vehicles, and vehicles with valid numbers from other states within 60 days.

Establishes the "Mississippi All-Terrain/Off-Road Vehicle Numbering Act" allowing the commission to issue certificates of number for a fee not to exceed $10.00 per certificate, with owners required to apply within 10 days of acquisition.

Requires certificate applications to include owner information, vehicle identification details, intended use, ownership certification, tax payment status, and lienholder information; certificates must display the awarded number in plainly visible block characters that contrast with the vehicle background.

Makes alteration, mutilation, removal, defacement or destruction of an awarded number a Class I violation, and subjects ATVs/ORVs with removed or altered identification numbers to seizure and forfeiture proceedings.

Deposits all certificate fees into the Fisheries and Wildlife Fund to cover administrative costs of the numbering program and enhance law enforcement capabilities, with unexpended amounts not lapsing into the General Fund; effective July 1, 2018.
