Appropriates $5,879,614.00 from the State General Fund and $72,737,011.00 from special funds for the Department of Wildlife, Fisheries and Parks for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 649 permanent full-time positions and 63 time-limited full-time positions for the department.

Includes $5,750,000.00 from state excise taxes on gasoline and petroleum products designated for the Fisheries and Wildlife Fund.

Designates $1,750,000.00 for Special Projects operational expenses (non-personnel), $125,335.00 for Project WILD education, $175,000.00 for cooperative extension services, and $200,000.00 for Youth Participation Initiative.

Establishes performance targets for hunting/fishing licenses (500,000 sold), fish stocking (2,000,000 fish), hunter education (11,300 participants), park accommodations, and museum programming for fiscal year 2019.
