Appropriates $136,722,236.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 39 permanent full-time positions for the Port Authority.

Allocates $135,000.00 specifically for salary increases to fund overtime, callback, and standby pay.

Requires the Port Authority to maintain complete accounting and personnel records in the same format and detail as fiscal year 2018, with comparable budget request submissions for fiscal year 2020.

Authorizes the agency to use available funds to cover health insurance cost increases and Department of Information Technology Services or Department of Finance and Administration fees up to $5,970.00 during fiscal year 2019.
