Appropriates $18,209,440.00 from special funds for Pearl River Valley Water Supply District operating expenses for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 119 full-time permanent positions and 2 full-time time-limited positions for the district.

Requires the district to waive launch and special event fees for ESPN Bass Masters Classic and FLW Major Open events if won by local government or nonprofit entities, and gives Catch A Dream Foundation Bass Classic priority for first Sunday in May.

Allocates $200,000.00 for overtime, callback, and standby pay increases.

Authorizes the district to escalate special funds up to $13,068.00 for health insurance costs and department fees resulting from 2018 legislative actions.
