Appropriates $8,708,322.00 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2019 (July 1, 2018 through June 30, 2019) for bond payments, interest, maintenance, and project development expenses.

Authorizes 17 permanent full-time positions for the district with restrictions on salary escalations and requirements that FY2020 personal services funding not exceed FY2019 levels unless programs or positions are added by the legislature.

Requires the agency to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2018 and submit FY2020 budget requests in comparable format to the Joint Legislative Budget Committee.

Directs the district to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, and requires excess operating funds to be deposited in banks at interest rates equal to state treasury earnings.

Authorizes expenditure of additional funds from any available source for health insurance cost increases and fees from state agencies (limited to $1,848.00 for special funds escalation) resulting from 2018 legislative session actions; effective July 1, 2018.
