Authorizes expenditure of $8,995,684.00 from special funds received by the Yellow Creek State Inland Port Authority for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 15 permanent full-time positions for the Authority with no part-time or time-limited positions.

Allocates $50,000.00 for salary increases to fund overtime, callback, or standby pay.

Authorizes the agency to escalate special funds up to $1,980.00 to cover increases in health insurance costs and fees from the Department of Information Technology Services or Department of Finance and Administration for fiscal year 2019.

Requires the Authority to maintain accounting and personnel records in the same format as fiscal year 2018 and submit future budget requests in comparable detail; gives preference to Mississippi Industries for the Blind in purchasing decisions.
