Authorizes the City of Fulton, Mississippi to construct, expand, operate and maintain its water distribution system up to 15 miles outside the city's corporate limits.

Caps water rates for customers outside city limits at no more than twice the rate charged to customers within the city limits for the same service.

Does not exempt the city from obtaining a Certificate of Public Convenience and Necessity under Mississippi Code Section 77-3-1 et seq.

Does not limit Public Service Commission jurisdiction to regulate rates or other provisions of state utility law.

Takes effect upon passage.
