Authorizes the City of Fulton's governing authorities to construct, expand, operate and maintain its gas distribution system up to 15 miles outside the city's corporate limits.

Caps rates charged to customers outside city limits at no more than twice the rate charged for the same service within the city.

Does not exempt the city from obtaining a Certificate of Public Convenience and Necessity as required under Mississippi Code Section 77-3-1 et seq.

Does not limit the Public Service Commission's jurisdiction to regulate rates or other provisions of state law.

Takes effect upon passage.
