Appropriates $175,000 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Funds training for higher education and community college personnel involved in investigating or resolving alleged sexual assault, domestic violence, dating violence, or stalking, as required under House Bill 1438.

Distributes $10,000 to each of eight state institutions of higher learning and $5,000 to each of fifteen public community and junior colleges for implementation of required training.

Directs remaining funds toward statewide training and educational programming on sexual assault, dating violence, domestic violence, and stalking prevention and response best practices.

Takes effect July 1, 2018.
