Amends Section 33-15-17 of Mississippi Code to allow the president of a county board of supervisors to proclaim a local emergency, in addition to existing authority granted to mayors and governing bodies.

Requires the governing body of a county to review and approve or disapprove the local emergency proclamation at its first regular meeting following the declaration or at a specially called meeting.

Mandates the governing body review the need for continuing the local emergency at least every 30 days until termination and proclaim the end of the emergency at the earliest possible date conditions warrant.

Authorizes governing bodies to promulgate written orders and regulations during a local emergency to protect life and property, including imposing curfews within designated boundaries for public order and safety.

Takes effect July 1, 2018.
