• Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist Hinds County with construction and development of the Byram-Clinton Parkway project, with funds deposited in a special "2018 Byram-Clinton Parkway Project Construction Fund."

• Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist the East Metropolitan Corridor Commission with land acquisition and implementation of the East Metro Corridor project in Rankin County, extending from Jackson-Medgar Wiley Evers International Airport to Interstate 20 at Crossgates Boulevard in Brandon.

• Authorizes issuance of up to $250,000 in state general obligation bonds to assist the City of Lucedale with repair, rehabilitation, resurfacing, construction, and widening of Scott Road from Mississippi Highway 26 to Mississippi Highway 63.

• Bonds are general obligations of Mississippi backed by full faith and credit of the state, mature within 25 years, and are tax-exempt; bond proceeds cannot be issued after July 1, 2022.

• All three projects have dedicated special funds managed by the State Treasurer, with unused funds applied to bond debt service after project completion or abandonment.
