Authorizes $82,317,500 in state general obligation bonds for capital improvements at institutions of higher learning, including funding for eight state universities, community colleges, and the IHL Education and Research Center.

Authorizes $45,000,000 in bonds for state agencies' capital improvements and critical repairs, including $6,000,000 for Department of Corrections, $9,500,000 for Department of Finance and Administration, and $5,850,000 for Department of Mental Health.

Authorizes $45,000,000 in bonds for state shipyard improvements in Jackson County, conditioned on the lessee incurring at least $90,000,000 in debt or dedicated funds for capital improvements since 2006.

Authorizes $25,000,000 in bonds for community and junior college capital improvements distributed among 15 colleges, plus $5,000,000 for small municipalities and limited population counties grant fund.

Authorizes $50,000,000 for local system bridge replacement and rehabilitation, increases local government water systems loan fund from $28,843,000 to $32,843,000, and authorizes $5,000,000 for water pollution control revolving fund matching federal funds.
