Authorizes $9,750,000 in state general obligation bonds for repairs and renovations at nine state universities and the IHL Education and Research Center, with funds disbursed through the "2018 IHL Repair and Renovation Fund" and no bonds issued after July 1, 2022.

Authorizes $9,750,000 in state general obligation bonds for the same institutional repairs as Section 1, designated as the "2019 IHL Repair and Renovation Fund," with bonds issued between July 1, 2019 and July 1, 2023.

Authorizes $15,000,000 in state general obligation bonds for capital improvements at 15 community and junior colleges, with $1,000,000 allocated to each college and no bonds issued after July 1, 2022.

Authorizes $8,150,000 in state general obligation bonds for the Mississippi Community Heritage Preservation Grant Fund to support preservation and restoration of historic properties, with no bonds issued after July 1, 2022.

Amends Section 39-5-145 to increase the Community Heritage Preservation Grant Fund from $37,450,000 to $41,450,000 and adds $3,700,000 for restoration of Windsor Ruins in Claiborne County.
