Extends the repeal date of the City of Starkville's Economic Development, Tourism and Convention Tax from June 30, 2018, to June 30, 2022.

Maintains the 2% tax on gross income from restaurants selling prepared food and beverages within Starkville city limits.

Continues distribution of tax proceeds as follows: 15% to Oktibbeha County Economic Development Authority, 15% to Visitors and Convention Council, 10% to the city for economic development, 40% to Starkville parks, and 20% to Mississippi State University.

Preserves existing provisions requiring voter approval through referendum, budget oversight by the governing authority, and independent annual audits of recipient entities.
