Authorizes the governing authorities of Bay St. Louis to allow operation of low-speed vehicles and golf carts on public roads and streets with speed limits of 25 mph or less within the city.

Requires operators to possess a valid driver's license and proof of insurance while operating these vehicles on public roads.

Defines "golf cart" as a motor vehicle not capable of exceeding 20 mph and equipped with parking brake, headlamps, tail lamps, seat belts and turn signals.

Defines "low-speed vehicle" as a four-wheeled vehicle with a top speed greater than 20 mph but less than 25 mph, equipped with parking brake, headlamps, tail lamps, seat belts and turn signals.

Requires registration of all low-speed vehicles and golf carts with the city and authorizes the city to establish and collect a registration fee deposited into the municipal general fund.
