Requires operators to possess a valid driver's license or temporary permit and proof of financial responsibility (insurance)

Restricts operation to daylight hours only and limits travel to the shortest possible distance between the operator's residence and authorized roads, cart paths, or golf courses

Prohibits operation on Highway 90, Railroad Street, and areas outside the designated zone, with an exception for city-permitted parades

Mandates registration with the city, including payment of an administrative fee, display of a registration decal on the left rear fender, and issuance of a map showing authorized operating areas
