Authorizes the City of Jackson to create special local improvement assessment districts and levy assessments up to 6 mills on taxable real property within those districts

Requires approval through petition signed by at least 60% of taxable property owners in the proposed district before assessments can be levied

Allows assessment proceeds to fund local improvements including parks, sidewalks, streets, lighting, landscaping, security cameras, private patrol services, and property acquisition/rehabilitation

Permits the municipality to issue bonds payable from district assessment revenues, with such bonds excluded from the city's debt limitation and exempt from state taxation

Districts may be established through either city governing authority resolution (with public hearing) or through a homeowners' association ballot process; act expires July 1, 2027
