Amends Chapter 831 of Local and Private Laws of 1966 to establish that commissioners of the West Jackson County Utility District serve at the will and pleasure of the Jackson County Board of Supervisors.

Increases the West Jackson County Utility District board of commissioners from three (3) to five (5) members, with staggered terms adjusted to expire on September 30 of specified years (2004, 2005, 2006, 2007, 2008) instead of February dates.

Grants the Board of Supervisors authority to remove any West Jackson County Utility District commissioner after appointment for cause at any time with a majority vote of all board members.

Establishes that subsequent commissioners shall serve five (5) year terms, and any vacancy on the board shall be filled by the Board of Supervisors at a regular meeting.

Makes technical corrections throughout the statute, including grammar changes and formatting updates to existing provisions regarding utility district creation, operation, and powers in Jackson County.
