Authorizes the City of Crystal Springs Board of Aldermen to permit golf carts and low-speed vehicles on designated public roads and streets within city limits through ordinance.

Defines golf carts as motor vehicles not exceeding 25 mph equipped with parking brake, headlamps, taillamps, seatbelts, and turn signals.

Defines low-speed vehicles as four-wheeled electric or gasoline-powered vehicles with top speeds between 20-25 mph equipped with safety equipment per 49 CFR Section 571.500.

Requires operators to possess a valid driver's license or temporary driver's permit and proof of financial responsibility; prohibits operation on interstate, U.S., and state highways except for crossing using the shortest route.

Permits the city to establish registration requirements for golf carts and low-speed vehicles with costs determined by ordinance; authorizations may be revoked at any time.
