Authorizes the governing authorities of the City of Magee to permit golf cart operation on public roads and streets within city limits (excluding U.S. Highway 49 and Simpson Highway 149) through adopted ordinance.

Requires golf cart operators to possess a valid driver's license or temporary driver's license and proof of financial responsibility as defined in Mississippi Code Section 63-15-1 et seq.

Mandates golf cart owners maintain bodily injury liability insurance of at least $25,000 per person and $50,000 per occurrence.

Prohibits golf cart operation on urban interstate highways, freeways, expressways, principal arterial streets, and minor arterial streets; requires headlights and tail lights for dusk-to-dawn operation; all occupants must remain seated while in operation.

Prohibits operation of all-terrain vehicles (ATVs) on public roads and streets except for incidental landowner use or special events such as parades; governing authorities retain authority to revoke or amend golf cart permissions at any time.
