Authorizes Oxford, Mississippi's governing authorities to permit golf cart operation on designated public roads and streets within residential neighborhoods within city limits.

Defines "golf cart" as a motor vehicle manufactured for golf course operation, incapable of exceeding 20 miles per hour, and equipped with a parking brake.

Prohibits golf cart authorization in non-residential areas, urban interstate highways, freeways, expressways, arterial streets, and state or US highways as defined in the city's comprehensive plan.

Requires golf cart operators to possess a valid driver's license or temporary driver's license and proof of financial responsibility under Mississippi Code Section 63-15-1 et seq.

Permits the city council to set conditions on golf cart authorization and revoke it in whole or in part at any time.
