Authorizes issuance of state general obligation bonds not to exceed $100,000 to assist the City of Jackson with improvements to Belhaven Park and Grove Park.

Creates a special "2018 City of Jackson Parks Improvements Fund" within the State Treasury with up to $50,000 allocated for Belhaven Park improvements and up to $50,000 for Grove Park improvements.

Bonds may mature up to 25 years from issue date and cannot be issued after July 1, 2022.

Pledges the full faith and credit of the State of Mississippi to secure the bonds, with any deficiency to be paid from the State Treasury.

Bond proceeds are exempt from state taxation and may be used for construction, repair, renovation, replacement, and improvement of facilities and infrastructure at both parks.
