Authorizes issuance of state general obligation bonds not to exceed $100,000 to assist the City of Jackson with improvements to Laurel Street Park and Medgar Evers Community Center and Park.

Creates a special fund called the "2018 City of Jackson Parks Improvements Fund" with up to $50,000 allocated for each project (Laurel Street Park and Medgar Evers).

Bonds may not be issued after July 1, 2022, and shall mature no later than 25 years from date of issue.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state, with principal and interest payable from appropriated funds or the State Treasury.

Bonds and income therefrom are exempt from all state taxation and may be validated through the Chancery Court of the First Judicial District of Hinds County.
