Creates new crime of indecent assault in Mississippi Code Section 97-3-9, defined as intentional non-consensual touching of intimate body areas (breast, buttock, inner thigh, groin, genital area, or anal area) with any body part or bodily fluids, done with intent to gratify lust.

Defines "consent" as conscious and explicit permission given without influence of drugs, force, or threats, and excludes consent given by children or mentally defective, incapacitated, physically helpless, or vulnerable persons.

First or second conviction punishable as misdemeanor with fine of $500-$1,500 and/or up to 6 months in county jail; third or subsequent conviction within 5 years punishable as felony with fine up to $5,000 and/or up to 3 years in State Penitentiary.

Does not prevent prosecution or conviction under any other provision of law.

Takes effect July 1, 2018.
