Amends Section 99-19-71 of the Mississippi Code to expand felony expungement eligibility to include any felony not classified as a crime of violence under Section 97-3-2.

Allows persons convicted of qualifying non-violent felonies to petition for expungement five (5) years after successful completion of all sentence terms and conditions, with a limit of one (1) felony expunction per person.

Requires petitioner to provide ten (10) days' written notice to the district attorney before hearing and allows court to grant expungement if applicant is determined to be rehabilitated.

Restricts youth expungement (persons under age 21) to exclude crimes of violence and felonies related to controlled substance distribution at court's discretion.

Effective July 1, 2018.
