Creates Section 37-7-103.1 to prohibit mandatory abolition or administrative consolidation of a school district under district transformation if the district is making satisfactory corrective action progress toward terminating the state of emergency.

Amends Section 37-17-6 to add subsection (h) with identical language: the State Board of Education cannot recommend mandatory abolition or consolidation of a district in transformation if it is taking satisfactory corrective action progressing toward termination of emergency and transformation status.

Applies specifically to school districts placed under district transformation due to a state of emergency declaration by the Governor under Section 37-17-6.

Requires determination by the State Board of Education that the district is making satisfactory corrective action before the prohibition on abolition or consolidation takes effect.

Effective date: July 1, 2018.
