Brings forward Section 19-5-313 and Sections 19-5-331 through 19-5-343 of the Mississippi Code relating to emergency telephone service (911) and enhanced wireless emergency telephone service (E911) for potential amendment.

Establishes a Commercial Mobile Radio Service (CMRS) Board consisting of eight members appointed by the Governor to collect and distribute a $1.00 per month CMRS service charge on wireless connections statewide.

Requires CMRS providers to collect E911 charges and remit them to the board within 30 days, with providers retaining 1% as administrative costs and the board retaining up to 2% for administrative expenses.

Distributes collected CMRS service charges as 30% to the CMRS Fund for provider compliance costs and board administration, with the remaining 70% distributed monthly to emergency communications districts based on the number of CMRS connections.

Establishes a $1.00 per transaction prepaid wireless E911 charge collected by sellers at the point of sale, with sellers retaining 2% and the Department of Revenue retaining up to 2% before distributing remaining charges to the CMRS Board.
