Authorizes tax collectors to issue privilege licenses using electronic or digital signatures instead of handwritten signatures, effective July 1, 2018.

Allows duplicate licenses to be stored as electronic documents rather than requiring paper copies.

Permits unused blank privilege tax licenses to be kept in electronic storage for three years before destruction or disposal.

Brings forward Section 27-17-453 (application requirements for privilege licenses) and Section 27-17-463 (proration of taxes for licenses issued for less than one year) for possible future amendment.
