Amends Mississippi Code Section 3-3-1 to clarify the limits and boundaries of Mississippi state territory.

Defines Mississippi's boundaries as all territory included in the March 1, 1817 Act of Congress, plus any territory ceded by later Congressional acts or interstate compacts and agreements.

Establishes that Mississippi's offshore jurisdiction extends three Marine Leagues from Cat Island, Ship Island, Horn Island, and Petit Bois Island.

Allows for boundary modifications as determined by the United States Supreme Court.

Effective date: July 1, 2018.
