Creates new crime of cargo theft involving unlawful taking or appropriation of vehicles engaged in commercial transportation, trailers, semitrailers, containers, or cargo being transported, with penalties based on property value ranging from misdemeanor for $1,000 or less to 10-20 years imprisonment plus $100,000-$1,000,000 fine for $1,000,000 or more.

Establishes enhanced penalties for cargo theft involving controlled substances, with 1-10 years imprisonment and $10,000-$100,000 fine for amounts under $10,000, and up to 10-30 years imprisonment plus fines up to $1,000,000 for amounts $1,000,000 or more.

Prohibits modifying, altering, or selling fifth wheels (coupling devices on truck tractors) or their antitheft locking devices with intent to commit cargo theft, punishable by 1-10 years imprisonment and $10,000-$100,000 fine.

Allows suspension of commercial driver's license as additional punishment for cargo theft convictions and requires restitution for any vehicle damage caused.

Amends existing law regarding unlawful seizure of locomotives to apply cargo theft penalties when locomotives are engaged in commercial transportation of cargo.
